Do I Need Two Decks To Play?

NOPE! Perish is built in a way that allows multiple players to play using a single deck, but you can also play with individual decks as well.
Does The “Whetstones” Buff Apply To Both Lines Of Text On Weapons Like “Long Sword”?
Can I Use The “Long Sword” or “Dual Blades” On-Hit Ability If It’s In The Last Slot?

Unfortunately you cannot. If any ability requires you to skip a specific amount of facedown cards and you don’t have enough remaining you are not able to do so.
Does A Card That Was Used To Reinforce Immediately Go To The Discard?

Yes it does! You can leave the card on the table to visually keep track of Reinforcements during a duel, but the card does count as being immediately discarded. A fun interaction is that you can Reinforce an “Infernal Swords” with another one and it’ll increase the damage of the one you’re dueling with because another copy has been added to the discard!
Is There A Limit To How Many Times You Can Reinforce During A Duel & Does The Player Going First Have To Reinforce Before Their Opponent?

When Dueling you can Reinforce as many times as you like - You can even Reinforce with multiple cards at once!
Players going first don’t always have to Reinforce first. If the player would like to pass the priority to their opponent they can do so and then make a decision once their opponent has - if both players decide not to Reinforce then they’ll resolve the Duel as normal. Players can go back and forth during Duels as much as they like as long as they have cards in hand that can be used to Reinforce.
Does The “Whetstones” Buff Apply To Both Lines Of Text On Weapons Like “Long Sword”?

No! Whetstone only gives +1 Damage to the overall damage any given Weapon could deal. It does not get added to every separate instance of Damage dealt.
If A “Soul Cage” Or “Dazzling Plates” Is Activated On The Fourth Slot Do Their Effects Roll Over To The Next Turn?

Yes! Since the cards do not clarify that it must be on the current turn, a Soul Cage for instance could be used to skip your opponents first facedown card in the following turn.
